What is the preeminent way to clear up my headlights?

-I have tried that goo headlight cleaner, but it didn't work. My headlights are not chrome or anything just not too clear..I think I have to buy new headlight. I heard about www.360tuners.com. Anybody purchase it from there. Is it the best?
